In order to track progress in implementing a poverty reduction strategy, it is necessary to select appropriate indicators, set targets, and have a system in place to measure, monitor, and analyze progress in the indicators selected. This note summarizes good practice in selecting poverty indicators. It examines different types of indicators, their qualities, and levels of disaggregation.
A target is the value an indicator is expected to reach by a particular date. Why do we need targets? What attributes are we looking for in good targets? This Guidance Note addresses these questions in the context of poverty targets setting.
