In Ukraine, insufficient public participation in the policy-making process is cited as a major impediment to the reform process especially at the local government level. There is a strong need to create new procedures and mechanisms that include members of Ukrainian society to establish effective, transparent systems and development strategies. On October 29, 2001, project team members from the People's Voice Project presented an overview of their work on improving service delivery at the municipal level in Ukraine by facilitating citizen engagement methodologies (ie. service "report cards").
The project is funded jointly by the World Bank and the Canadian International Development Agency (CIDA) and implemented by a local non-governmental organization, the International Center for Policy Studies (ICPS). The project supports improved governance and reform initiatives in four Ukrainian municipalities: Ternopil, Chuguiv, Kupyansk, and Ivano-Frankivsk.
World Bank Task Manager Lilia Burunciuc explains how the program evolved from an earlier anti-corruption program in Ukraine and over three years has promoted public participation in building an effective, responsive, and open government in the four cities. The program has assisted the municipalities in improving service delivery to homes and businesses and strengthened the capacity of citizen groups and government officials to collaborate on improving the quality of governance.
