This paper evaluates government and NGO-implemented programs that targeted poverty alleviation. It evaluates them in terms of cost effectiveness, viability, sustainability and capacity building at the grassroots level.

The objective of this paper was to study the role of governments and NGOs in building grassroots organizations for implementing poverty alleviation programs, study the linkages between government and NGO programs in reducing poverty and to suggest suitable policies, strategies and measures that will strengthen organizations at the grassroots level.
